Sue Frederick no longer acting commissioner – now in finance department?

Back in 2007 when the Mayor appointed Lourdes Santiago as the Commissioner of Purchasing in the Finance Department, some raised questions as to what finance background did Santiago have. She had previously been; Commissioner of Community Development, Manager of Code Enforcement, Commissioner of Environmental and Consumer Health, Commissioner of Building Inspection, Director of Development and Director of Neighborhoods. FOX Toledo reported yesterday that Sue Frederick would not be returning to her job as Acting Commissioner of Streets, Bridges, and Harbor when her 30 day suspension is over, she would be going to the Finance Department. Her suspension should end November 17th since she was suspended on September 17th, initially with pay then that was changed to suspension without pay. Frederick’s recent position prior to being the Acting Commissioner of Streets, Bridges and Harbor was manager of the Code Enforcement Division, it’s not clear she has any financial training, she was technically not qualified for what the charter requires for the Commissioner of Streets, Bridges and Harbor, hence the “acting” designation since that allowed the Mayor to avoid those requirements.

What position Frederick will hold in the Finance Department is also not clear. Currently those listed:

John Sherburne is the Director, prior employment within the City of Toledo includes; Department of Development as Commissioner of Economic Development and in the Department of Public Utilities as Financial Officer Commissioner of Accounting.

Lourdes Santiago is the Commissioner of Purchasing, prior city employment is listed above. She was also appointed to Toledo City Council as the replacement for Bob McCloskey, current Council President Joe McNamara was the winner of the special election for that seat in 2006.

Maria Gorny is the Acting Commissioner of Accounts, prior city employment includes Manager in Neighborhoods and Program Monitor Neighborhoods, her position formerly held by Thomas Radwanski.

Clarence Coleman is the Commissioner of Taxation/Treasury, prior city employment includes; Tax Administrator and City Treasurer.

Jane Boone is the Acting Commissioner of Budget prior employment for Department of Public Utilities, her position formerly held by John Bibish.

    If Sue Frederick has been given a
    30 day suspension she should not
    be given the opportunity to change
    and go to another department even if
    she is going to take a pay decrease.

    Let her find employment else where!!

    I heard about this – I remember hearing someone say that they should have her go around collecting and not “stealing” yard signs that have not been removed yet seeing that the election season is over and all. That way she can get her kicks out of it as well as helping residents rid themselves of the old signs.

    Lourdes Santiago – not qualified for her Finance or Purchasing positions. But she is apparently qualified for a muni court judgeship – just ask the Lucas Co. Democratic Party, which endorsed her in 2005. Thankfully the voters knw better and went with another candidate.

    Yes, THAT LCDP – the one that hasn’t endorsed a winning muni court candidate in a contested race since 1993 (Judge Dartt). And that shouldn’t even count – Judge Dartt was a strong incumbent at the time being challenged by a then unknown Amy Berling. Dartt would have easily won with or without that endorsement. So realistically you have to go back to the 80s if not earlier to find an LCDP muni court endorsement that had any consequence. How pathetic.

    Hopefully Mayor Elect Bell will have the good sense to rid himself of this continuing headache when he takes office.

    This Fredrick thing reminds me of the kid who gets past to the next grade, a failure who is allowed to move on. I agree, maybe Mayor Bell will shake it up.

    Mayor-elect Bell should bring a broom with him…a used one will do.

    I don’t expect Frederick to be fired when Bell takes office, I would have expected it under Wilkowski, so we’ll see what happens.

    I would have voted for the candidate for mayor who would have promised to fire her. Since no one did, I abstained on mayor and voted only on issues.

    So does she has proof of all kinds of
    skeletons of some of the other Department Heads or others and that is why any of
    them would allow her to transfer to
    another department when she has been
    on a 30 day suspension??

    Jenny that’s an interesting question and Sue, I am not sure on that one, I’m not sure how much control any of those who are Directors would have if the Mayor instructed them to place someone in their department.

    One could easily get some dirt working streets n bridges..but the only dirt that inspires this kind of loyalty comes from the roof.

    One also must wonder if this “position” she’s getting is the equivalent to “Chief Collection Agent”

    Chad (not Quigley)- Berling ran a good race in 1993, but as a first time candidate still lost pretty handily to Dartt. Pretty much no one was going to beat Dartt that year.

    Lisa Renee (#10): I agree that Wilko would have gotten rid of Frederick, but I also think that Bell will. Why do you think otherwise?

    It’s amazing to me how many people don’t think that we just gave (via Mike Bell) Carty and his cronies another term in office. Who do you think brought Mike Bell back to Toledo to run? By the way, those same people (Irish, etc.) who endorsed Lourdes for judge in ‘05 were working on Bell’s campaign.

    What departments in the currant administration can not have individuals automatically removed, without probable cause, when a new mayor takes office?

    Just tried to access The City of Toledo > Home and discovered that the site is closed and that the new one is not easy, (for me that is.)

    Armchair is dead-on, only it’s worse: Not only is Bell now indebted to the B-team guys, but he’s also in debt to Reichart, Owens and the other non-Stainbrook Republicans. So we have three terms of Carty and, through Bell, essentially a fourth. Great job, voters. Fool me once, same on you …. But fool me FOUR TIMES!?!!?! This town deserves what it gets.
