Included in the Feb. 11 Friday packet was a referral sought by Councilman George Sarantou with information provided by Robin L. Whitney, Commissioner of Engineering Services:

During City Council’s Committee of the Whole meeting on February 7, 2011, Councilman Sarantou requested the following information. “Re: Storm Water – Provide the ball park amounts spent in the Laskey/Bennett, Elmhurst/Sylvania, Beverly and Shantee Creek areas where there were major improvements in recent years. What is the present balance in the Storm Water Fund?”

Attached you will find a complete listing of the storm water projects that have been completed from 1994 to 2010.

Admin note – I believe the #338 document being referred to is this but does not include the fourth quarter amounts. I’ve requested Referral 338 to verify.
UPDATED: Text of Referral #338 which was dated Jan. 24:
On December 28, 2010, Councilman Collins requested the following information.
Referral
“Provide a schedule of all Water, Sewer and Storm Water Funds listing the January 1, 2010 beginning balance and the estimated December 31, 2010 closing balance.”

Attached is a highlighted summary comparing the January 1, 2010 actual and December 31, 2010 estimated fund balances computed from information available as of January 21, 2011.
If you compare the December 31, 2010 “Estimated Fund Balances” of DPU’s “Debt Service Funds” to “Total Fund Balances” on that same date, you will see that DPU’s Water and Sanitary Sewer Utilities’ “Total Fund Balances” are supported almost exclusively with cash to pay debt service in 2011 on our outstanding bonds and low interest loans.
Further, you can see that we were forced to draw down the available balances in all three utilities’ Replacement Funds in 2010. I would respectfully submit that no better reasons to approve the three revised rate increase proposals before you can be offered.
They are the administration’s 9.0% water rate Ordinance #56-11; and the TWI fixed / 6.75% sanitary sewer Ordinance #57-11 and 7.5% storm water Ordinance #58-11 proposed by the leadership of council’s Utilities & Public Service Committee in collaboration with the administration.
